I was having this discussion on PUBYAC a few weeks ago because I was having some problems with two or three parents who had very young children and were not properly attending them. They would let the kids run around, climb up the stairs, use the stairs like a jungle gym, let children pull books off the shelve and onto the floor and yell and scream in the library. Also there were parents with young toddlers who allowed them to walk around the children's room and up the stairs unattended. Many of them just shrugged it off when I told them. However after stressing the point, many of them have improved. But, it is so foreign to me to think a parent would allow a child who is virtually a baby to go around a public place unattended where they could get hurt or maybe kidnapped!
The problem is there is an official policy about noise and disruption in the library but nothing about unattended kids. Since this problem has been able to be in check by myself, it seems okay for now. I am thinking though of talking to my supervisor and asking what we should do. There really should be some sort of policy in place.
What have you guys done? Do you guys at least have a policy for unattended children or very disruptive children?

Thankfully we have an unattended child policy in place, so that we can swiftly prevent situations such as this. We frown on children 10 and under in the library on their own or left in the children's section by themselves. When children misbehave, we present the parent with the policy. If it continues to get out of control, we then inform them that they will have to leave. It usually never gets that far, but having it written down helps a lot.
